This guide covers what a restaurant, practice, shop or IT firm should check before a fit-out, and which papers a funding partner may ask to see.
Ivymead Credit in Annapolis, Maryland wrote this guide from the city's published pages. Rules change; confirm every requirement with the Department of Planning and Zoning.
Annapolis, MD zoning code: a checklist for physician practices
A physician practice looking at a space should settle the use question before anything else: is medical office use permitted in that zoning district, and does the space have the parking the code requires for it? The Department of Planning and Zoning administers and enforces the city's zoning ordinance and offers pre-application meetings for anyone interested in a property before leasing it (City of Annapolis).
- Confirm the zoning district of the address on the city zoning map.
- Ask whether medical office use is permitted, conditional or not allowed there.
- Check parking and accessibility requirements for the planned use.
- Ask whether the space is in the Historic District or the Critical Area.
- Book a pre-application meeting before signing the lease.
City of Annapolis, MD zoning map: what Annapolis, MD restaurants check first
The city publishes an interactive zoning map and PDF zoning map sheets, plus overlay maps for Historic District height limits, mixed-use height districts and the Critical Area (City of Annapolis). A restaurant should check three things on the maps first: the zoning district, whether the site is in the Historic District, and whether it falls in the Critical Area near the water. Each can add a review step. The city has also described its current zoning map as an assemblage of 32 districts and is working through a Zoning Unlocked process to consolidate them, with City Council legislation required for each phase (City of Annapolis).
A restaurant expanding its seating should know that, according to the city's non-residential plan requirements, more seats may require a public hearing before the Planning Commission and the Board of Appeals.
Annapolis, MD building permits and an IT firm loan request
Any owner who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building, or to install or alter electrical, gas, mechanical or plumbing systems, must first apply for the permits the City Code requires (City Code 17.12.022, as quoted by the city). For an IT firm fitting out an office, that usually means a building permit and trade permits for the electrical work and the HVAC for a server room. A partner financing the fit-out may ask for the permit application, the contractor bid and the issued permit before releasing funds.
- The building permit application and number.
- Trade permits for electrical, mechanical and plumbing work.
- The contractor's bid and schedule.
- The lease and the landlord's consent to the work.
Annapolis, MD building department before an auto shop build-out or lease
The Department of Planning and Zoning issues permits, inspects construction and licenses contractors doing business in the city (City of Annapolis). An auto repair shop planning a build-out should confirm that vehicle repair is permitted at the address, then plan for building, trade and use and occupancy approvals. Inspections run in sequence, from footings and framing through trade, insulation and final inspections, according to the city's building permit page.
Planning and Zoning lists its office at 145 Gorman Street, 3rd Floor, Annapolis, MD 21401, and its phone as 410-260-2200 (City of Annapolis). A decision of the Director can be appealed to the Building Board of Appeals within fifteen working days, according to the city's licenses and permits page.
Annapolis, MD building code and an IT firm loan request
The city reviews and inspects permit applications under the codes it has adopted with local amendments, including the 2021 International Building Code, Existing Building Code, Energy Conservation Code, Plumbing Code and Mechanical Code, the 2021 National Fuel Gas Code and the 2020 National Electrical Code (City of Annapolis). An IT firm's server room and electrical upgrades are drawn and inspected under those codes, and the contractor's bid should say so.
A funding partner does not read the codes, but it does read the risk: a fit-out designed without the right code review can stall, and a stalled fit-out means rent and payroll without revenue. The contractor bid and permit status answer that question.
Commercial target review times in the Annapolis, MD permit review guide
The city's permit review guide lists, for each kind of commercial work, the permits or approvals needed, the target review time in business days and the reviewers (City of Annapolis). A few rows that matter for a fit-out:
| Work | Approvals listed | Target review (business days) |
|---|---|---|
| Tenant fit-out (interior modification) | Building, trade, use and occupancy | 15 |
| Interior alterations (major) | Building, trade | 10 |
| Walk-in cooler box | Building, electrical, Historic Preservation where it applies | 10 |
| Sign | Sign, Historic Preservation, electrical | 5 or less |
| Commercial building (new) | Building, Critical Area, grading, Historic Preservation, trade | 20 |
Target times are the city's targets, not promises, and the Anne Arundel County Health Department reviews plans for food establishments. A restaurant should add that review to its schedule.
Tenant layout drawings for an Annapolis, MD shop or office fit-out
For a tenant fit-out, the city lists the minimum information required on tenant layout drawings: the tax account number, the original shell permit number and address, the use group and type of construction, the trade name and type of business, a key plan for multi-tenant buildings, room sizes and uses, exits, fire ratings and finishes (City of Annapolis). Plans for commercial and assembly occupancies must be stamped and sealed by an architect or engineer registered in Maryland, and electrical and plumbing plans by a registered professional engineer.
- Architectural plans with exits, fire ratings and finishes.
- Electrical riser diagram, panel schedules and lighting plans.
- Mechanical drawings with HVAC equipment and air volumes.
- Plumbing floor plan and riser diagram.
- Fire protection shop drawings for the Fire Marshal.
Those drawings, the permit and the contractor bid are the papers a partner reads when it finances a build-out. The term loan page covers build-out loans, and the Annapolis, MD page has local employer counts.
